Alcohol-impaired driving remains a critical public safety issue, causing nearly one-third of all U.S. roadway fatalities. In 2022 alone, 13,524 lives were lost to alcohol-related crashes, with Texas leading the nation in these preventable tragedies. Alarmingly, 42% of Texas motor vehicle fatalities in 2022 were alcohol-related, highlighting a pressing need for intervention.
The Texas A&M Transportation Institute, in partnership with the Texas Department of Transportation (TxDOT), invites you to be part of the solution. We’re introducing the 24/7 Program, an evidence-based judicial approach designed to address the root causes of impaired driving. This innovative program holds DWI offenders accountable while promoting safer communities. We offer educational resources, coaching, and technical assistance to help jurisdictions implement this life-saving intervention. What is the 24 Sobriety Monitoring Program?
The 24/7 Sobriety Monitoring Program is an evidence-based intervention aimed at reducing substance-related offenses through close monitoring and accountability. This program is designed to support justice professionals in addressing substance use challenges among DWI offenders while promoting public safety.
Program Overview
- Purpose: Reduce alcohol and drug consumption among individuals arrested or convicted of substance-involved offenses such as DWIs.
- Methodology: Frequent alcohol testing (e.g., twice-daily breathalyzers, monitoring bracelets) paired with swift, moderate sanctions for noncompliance, tailored to each jurisdiction.
- Proven Success: First launched in 2005 in South Dakota, this program has demonstrated measurable reductions in DWI recidivism, substance-related arrests, and even all-cause adult mortality. This program is a self-sustaining and offender pay model.
Key Statistics
- 98.6% test compliance rate (13.7M tests administered, 43,040 clients from 2005–2024).
- 91% of second-time DWI offenders had no new offenses within three years of program participation (North Dakota Study, 2021).
- 4.2% reduction in all-cause adult mortality and 9% reduction in impaired driving arrest in participating jurisdictions.
